
Stephanie is Land Development Manager for North Central Florida at Brookfield Kolter, overseeing projects from due diligence through construction. With 35+ years in the industry, she has led diverse mixed-use developments and previously worked with the nation’s top active adult developer. Her focus is on building lasting communities for families and businesses. She studied Construction Management at the College of Central Florida.
Luis serves as Land Development Manager, overseeing development activities in Southeast Florida. His responsibilities include budget management, permitting and supervising the construction of infrastructure and community amenities.
With over 20 years of industry experience, Luis brings a background that spans both the public and private sectors. His career includes key roles in local government as well as in residential homebuilding across Florida and the Midwest.
Jon Seifel is the Land Development Manager responsible for development activities in Southeast Florida, including planning, budgeting, permitting, and construction of infrastructure and amenities.
He also served Kolter previously in accounting.
Jon attended Palm Beach Atlantic University and graduated with a B.S. degree in Accounting.
Haley Kiernan is the Land Development Manager responsible for development activities in east Central Florida, including entitlements, permitting and overseeing construction and final completion.
Haley attended the University of Florida and graduated with a Bachelor of Design degree with a major in Architecture. Her past seven years of experience have been with residential land development, and prior to that, she had two years of experience with Interior Design.
Candice Smith serves as Director of Development for Kolter Land. She is responsible for new project due diligence and HOA/CAD matters.
Candice began her career 20 years ago with an industrial developer in Naples and transitioned into residential development with national homebuilders in the Tampa and Sarasota markets. Candice holds a bachelor’s in legal studies from Hodges University. She is currently licensed in Florida as a Real Estate Broker and Community Association Manager.
Brian, as the Senior Land Development Manager for the coastal Regionals of South Carolina and Georgia is responsible for managing all aspects of projects from due diligence, through entitlement and permitting, by overseeing construction through final completion.
Brian has over 20 years of experience in the industry and has developed residential communities in South Carolina & Tennessee. He also brings experience with estimating, supply chain and construction management.
Thom is a Senior Land Development Manager for Kolter Land in Georgia, South Carolina, and North Carolina. He is responsible for all aspects of development and assists with entitlements and due diligence of new acquisitions.
Thom has over 30 years of experience in the industry and has developed residential communities throughout Maryland, Virginia, and North Carolina. He also brings extensive experience in environmental construction, golf course construction and construction management.
As the Senior Land Development Manager for Southeast Florida, Tim is responsible for due diligence, contracts, and development permitting and entitlements, as well as development construction and turnover.
Tim has been a part of the development industry for over 30 years, starting his career in the civil engineering field and progressing to site development and land acquisition with both a regional builder as well as a national builder.
Tim attended Widener University majoring in Civil Engineering.
In his role as a Senior Land Development Manager in West Central Florida, Owen is responsible for all aspects of development from due diligence and entitlements through construction to completion and final turnover.
Owen started his career with seven years as a project manager for large commercial general contractors in the Midwest and Mid-Atlantic. He has been a land development manager for the last four years working with or for developers and national homebuilders in the Tampa market.
Owen holds a Bachelor of Science degree in Construction Management from Purdue University, as well as a Master’s of Business Administration from the University of Chicago Booth School of Business.
As VP of Planning and Entitlements, Josh Long is the VP of Planning and Entitlements. He is responsible for conducting due diligence and obtaining entitlements. Josh has over 20 years of experience for large, complex projects throughout southeast Florida. Josh has obtained entitlements for a wide variety of developments in many areas.
Josh is a certified (AICP) planner and former President of the American Planning Association (APA).
Josh received his Bachelor of Science (BS) degree in political science and his Master of Public Administration (MPA) degree from Southern Illinois University at Carbondale.
